Leasing Software

A MAXIMUM OF $420 I am going to get a new laptop and i only have $400 to spend, i want one with:

160GB Hardware Space
A few GOOD software already installed
at lease a 13” screen
and MAYBE a built in webcam

I saw all that on the web for under $400, but i dont know if I should get it.

Im 13, so i thought it sounded great! Also my mum would like to know if you can put internet on a cap (like you pay optus $30.00 a month and you get such & such hours of internet ) and also i would purchase microsoft word , excel etc when the time comes!
What is a HDD?
And also is the Mac OS software what it operates on, like this p.c im tping on now runs on Windows XP home?

i hav a software DVD which is to be install in desktop PC
I hav a lan connection with internet
how can i use my DVD drive in laptop to install the program in desktop

Please tell it step by step , because im a beginner
